Do you need a pistol purchase permit to buy a handgun from a private seller in MI?

I am going to a gun show tomorrow and sadly through my lack of planning failed to pick up a permit for this. Am I still going to be able to purchase handguns from private sellers or does this still require the permit? One more question. How good are Norinco sks rifles?
