Would I be relying on the nanny state if I had the city provide me water and sewage?

I don't want to be dependant on big brother.. so should I just go get river water and boil it and put it in a bunch of milk jugs.. and then when I take a crap.. just put it all in a big plastic garbage bag and dump it by the side of the road when no one is looking? Is that the GOP rugged individual way to be self relient bros?
